St. Cloud has two licensed cannabis options within a couple miles of each other: RISE St. Cloud at 3800 3rd St N (state-licensed, open 9 AM to 9 PM) and Waabigwan Mashkiki at 141 33rd Ave S (White Earth Nation tribal dispensary, Monday through Friday 10 AM to 6 PM, Saturday 10 AM to 4 PM, closed Sunday). RISE serves recreational and medical patients under state licensing; Waabigwan offers tribal sovereignty and no Minnesota state cannabis tax.

The city functions as the cannabis hub for a wide slice of central Minnesota. Customers regularly drive in from Alexandria (45 miles west), Little Falls (35 miles north), Willmar (45 miles south), and communities throughout Stearns, Benton, and Morrison counties. I-94 makes the commute from Minneapolis about an hour, and many metro residents prefer St. Cloud's parking and pace over downtown dispensaries.

St. Cloud State University's campus is a few miles away. Adults 21+ can legally purchase from any dispensary in the city, but cannabis is prohibited on university property and in student housing. The city's substantial immigrant and refugee communities have made it one of Minnesota's more diverse mid-sized markets, and staff at both locations are accustomed to a wide range of customer backgrounds and experience levels.

If you're heading to Brainerd Lakes country on Highway 10 or 371, St. Cloud is your best stop before cabin country. Baxter (near Brainerd) has a RISE location, but St. Cloud's two-store option and earlier 9 AM opening make it a convenient detour.
